What is the prefered method of tightening the tail drive belt?
1. Loosen the boom support bolts and pull the boom back to tighten the belt
or
2. Loosen the tail case and pull it back to tighten the belt
Which is the best method?

For me if the tail servo is mounted on the boom I would loosen the bolts on the boom block and Stabillizer mount pull the boom back to tighten the belt.

Don't loosen the tail case and pull it back. Loosen the frame screws as DVS says, and the support/horizontal fin mounting screws that clamp around the boom and pull it back out of the frame to tighten the belt.
Some tail cases have guides/detents/ribs that the boom slides into to keep it from rotating so the boom should be in the tail case as far as you can get it. If you start pulling it out and it gets past the guide/detent/rib you might have other problems down the road.

Leave the tail case alone. Adjust from the frame side as DVS and kc posted.
