servo speed figues the higher the number the faster it is or is it the lower the number the faster it is ie- speed 0.12 @ 4.8v

The servo speed indicates how long the servo takes to move through 60 degrees of rotation. So, the lower the number the faster the servo is. Also, sometimes they give two specifications, one at 4.8 volts and one at 6 volts; with the 6 volt spec being faster due to the increased voltage.
